Activist Katon Moyong rejected the Arunachal Pradesh government's offer for discussions regarding the proposed 11,200-MW Siang Upper Multipurpose Project, stating negotiations are over.

The Adi community has strongly opposed the National Hydroelectric Power Corporation project over concerns of land submergence, displacement, and cultural disruption.

Moyong alleged that the government's push for the dam is politically motivated ahead of the 2029 Assembly elections and dismissed national security justifications.
