
Newly declassified CIA documents released for the 25th anniversary of 9/11 reveal that India was among the countries Osama bin Laden considered attacking before 2001.
A presidential intelligence brief dated August 28, 1998, mentioned bin Laden's intent to target multiple countries, including India and Pakistan.
The brief noted that al-Qaeda's communications network remained intact in Afghanistan and that the network could utilize allied groups in at least 60 countries.
