The Election Commission clarified on Tuesday that previously enrolled voters can submit Form 6 for fresh inclusion if missing from draft SIR rolls.
The clarification followed reports that electors were hesitant to submit Form 6 due to fears of false declaration penalties under Section 31 of the RPA.
The Supreme Court earlier directed ECI not to force nearly 4.3 million excluded Delhi residents to reapply as new voters.
