The State Information Commission decided to seek an explanation from the Kochi Corporation regarding its move to refer frequent RTI applicants to the Vigilance department.
The civic body previously resolved to hand over details of those filing excessive applications to the Vigilance and Anti-Corruption Bureau to probe their financial backgrounds.
Chief Information Commissioner Hari Nair noted that the move could curtail constitutional freedom of speech and deter citizens from seeking information under the RTI Act.
