The Supreme Court directed amicus curiae Raju Ramachandran to examine whether State-made rules for appointing DGPs violate the 2006 Prakash Singh judgment on transparent appointments and minimum tenure.
The Centre alleged that Jharkhand DGP Tadasha Mishra's appointment failed the Prakash Singh test, prompting the court to issue a notice to Ms. Mishra and schedule the next hearing for November 3.
The 2006 ruling mandated a transparent appointment process and a two-year minimum tenure, which was later clarified in 2019 to restrict consideration to officers with six months of residual service.
