Finland explores renting prison space abroad to ease overcrowding

Finland's Ministry of Justice published a study examining legal frameworks for renting prison facilities from another country.

Justice Minister Leena Meri noted that domestic prisons house roughly 3,900 inmates, with foreign nationals comprising 950 of them.

Foreign prisoner numbers rose by 76 percent over the past decade, accounting for about four-fifths of overall population growth.
