The approval rate for Cuban permanent residency applicants fell to 23.7% in April–June 2026, down from 52.6% in the previous quarter.
USCIS data showed the agency approved 139 and denied 447 of the 586 Cuban applications it decided during the third quarter of fiscal year 2026.
The decline occurs as the Trump administration increases scrutiny on legal immigration applications and broadens the discretion of immigration officers.
