The Association of School and College Leaders has condemned the current GCSE resit system in England, describing the cycle of repeated failures as a demoralizing experience for students.
Data from Thursday showed nearly 25% of maths and English GCSEs were taken by students aged 17 and older, many of whom were retaking exams they previously failed.
The government plans to introduce a new Level 1 'stepping stone' qualification by 2028 to provide an alternative route for students who do not achieve a pass in GCSE subjects.
