The U.S. Senate approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by an 86-11 vote, targeting top importers of Russian oil and gas.
The legislation allows President Donald Trump to impose 100% tariffs on goods from the top five importers of Russian energy, which currently include India, China, Azerbaijan, Hungary, and Slovakia.
The bill, which also extends the Iran Sanctions Act until 2031, will move to the House of Representatives for consideration when it reconvenes on August 31.
