South Korea's presidential office demanded an official apology from Ukraine after Kyiv publicly disclosed the transfer of two North Korean prisoners of war.
Seoul stated that Ukraine had requested secrecy during transfer discussions, and argued that the unilateral disclosure violated a non-disclosure agreement and damaged trust.
The presidential office warned it is reviewing additional measures over the breach, which followed Ukrainian President Volodymyr Zelenskiy's address to the United Nations General Assembly.
