The US House of Representatives advanced legislation to give President Donald Trump authority to impose tariffs up to 100 per cent on countries purchasing Russian oil and gas, including India and China.
Cleared by a 214:211 vote on Tuesday evening, the bill faces a final House vote on Wednesday before potentially reaching the President for signature.
The measure has divided Democrats over expanding executive tariff authority, while Ukrainian President Volodymyr Zelenskyy urged the US to increase economic pressure on Russia.
